<p>Vancouver is considering a proposal from Concord Pacific to build four new highrise towers at the north end of Cambie Bridge near BC Place that will add nearly 900 condominiums to the downtown.</p>
<p>In exchange, the developers are proposing to give the city two Hastings Street properties in the Downtown Eastside worth $13 million for more social housing.</p>
<p>The plan would run counter to the city&rsquo;s long-standing commitment to designate 20 per cent of the housing along False Creek for low-income residents. But city staff say they&rsquo;re overstocked with unused social-housing sites in the False Creek area that are too costly to develop because of the high land prices, and that the Hastings Street properties are more useful.</p>
<p>The development proposal is part of a massive number of amendments city council is being asked to approve next week for the False Creek North Official Development Plan. Those changes include a proposal from the BC Pavilion Corp. (PavCo) for the largest casino in Western Canada and two hotel towers, all to be built around BC Place; a new district energy utility similar to one built in the Olympic Village neighbourhood; and social-inclusion agreements that would require area businesses to hire a certain number of low-income local residents and to buy locally.</p>
<p>The changes, if accepted, would create more than 2,000 jobs and energize a corner of the city&rsquo;s downtown that has for years lain fallow while developers concentrated elsewhere. Council is being asked to send them to public hearings, with construction to potentially start later this year.</p>
<p>Later this spring, two other developers with interests around the Plaza of Nations and Rogers Arena, Canadian Metropolitan Properties and Aquilini Investment Group, are expected to bring forward proposals that will significantly add more residential units. </p>
<p>All of that upsurge in development activity is being attributed to PavCo&rsquo;s decision to replace the stadium roof with a retractable one.</p>
<p>&ldquo;It is much, much larger than the Woodward&rsquo;s project,&rdquo; Coun. Geoff Meggs said. &ldquo;It is hard to recall a more significant set of decisions by council in recent history.&rdquo;</p>
<p>But Meggs said the city&rsquo;s inability to build a mix of affordable housing in False Creek is a problem. </p>
<p>Vancouver has a decades-old policy of requiring one-fifth of all housing in the area to be for low-income residents, but so far has only been able to develop six of 15 sites, for a total percentage built of just 13 per cent. </p>
<p>&ldquo;I&rsquo;m not comfortable with continually eroding the mix of housing in the Concord lands, but I am even more uncomfortable with the inability to generate any housing in the mid-range at all for the last number of years,&rdquo; Meggs said.</p>
<p>&ldquo;We really have to have a debate in this city about whether we&rsquo;re going to allow a situation where the only available housing is out of reach for 80 per cent of the people who live here.&rdquo;</p>
<p>David McLellan, the city&rsquo;s general manager of community services, said Concord&rsquo;s offer, as part of its mandatory community-amenity-contributions component, would give the city two important undeveloped properties in the Downtown Eastside, one at 58 West Hastings, across from the Army and Navy store, and the other at 117 East Hastings, next to the Insite needle exchange clinic.</p>
<p>&ldquo;By having these parcels turned over to the city without any encumbrances [mortgages], we have a lot more flexibility in advancing the [city&rsquo;s social-housing] agenda,&rdquo; he said. </p>
<p>&ldquo;We already have an inventory of spaces available in [False Creek]. We still want to stay with an approach of providing quantity, but we are [now going to get them] in a place where we think we can act on it more quickly.&rdquo;</p>
<p>He said the two sites, which have space for a couple hundred units, could be used for mixed-use residential or fully subsidized housing.</p>
<p>A call to Concord Pacific for comment was not returned.</p>
<p>Anti-poverty and social-housing activists have long advocated for the city to buy the properties. But Wendy Pederson of the Carnegie Community Action Project said she would rather that Concord Pacific have given them to the city outright than use them as part of its False Creek community-contribution requirements.</p>
<p>&ldquo;We think Concord can afford to give up a lot, because they have made millions of dollars in profit in this city,&rdquo; she said. &ldquo;They could give those properties to the city. The city shouldn&rsquo;t have to take a hit in other parts of the city in terms of losing the opportunity for social housing.&rdquo;</p>
<p>Like McLellan, Pederson dismissed the suggestion that using the Hastings Street sites for social housing would perpetuate the ghettoization of the area.</p>
<p>&ldquo;We hear this argument posed from outside often. We do need social housing in other parts of the city, but we need extra in the Downtown Eastside because this is an existing community,&rdquo; she said. &ldquo;There are more than 10,000 people under the low-income cutoff line living in some of the worst housing in Canada.&rdquo;</p>
<p>The four Concord Pacific towers would be split between the west and east sides of the Cambie bridgehead. The towers to the east would be 19 and 20 storeys, and 28 and 30 storeys to the west. Under a complicated set of land-use swaps, PavCo, a Crown corporation, sold Concord its residential floor space for the west end of BC Place, allowing PavCo more commercial space for its casino, hotel towers and entertainment theatre. Concord and other developers in the area have to provide the city with $19 million in community-amenity contributions meant for parks, social housing and other city initiatives. </p>

<p itxtvisited="1">National resale property activity in Canada December 2010 was slightly above average for the month but year on year sales are down 14.4%, the latest index shows.</p>
<p itxtvisited="1">The national trend for monthly sales remained stable in December, with seasonally adjusted sales activity having edged down by less than a percentage point from the previous month, according to the report from the Canadian Real Estate Association (CREA).<span itxtvisited="1" id="more-2300"></span></p>
<p itxtvisited="1">Led by Calgary, Winnipeg, and Hamilton-Burlington, seasonally adjusted sales activity was up month on month in half of local markets. Toronto, Vancouver, and Montreal were among the markets that posted a small month on month decline in December.</p>
<p itxtvisited="1">&lsquo;Overall sales activity has improved in recent months, but the upturn has been uneven among local markets,&rsquo; said Georges Pahud, CREA President.</p>
<p itxtvisited="1">National home sales activity improved steadily over the second half of 2010, with seasonally adjusted sales up 18.3% in December compared to the recent low reached in July.&nbsp;&nbsp; As a result, seasonally adjusted activity in the fourth quarter of 2010 rose 12.1% from third quarter levels, and was up less than a percentage point compared to second quarter activity.</p>
<p itxtvisited="1">&lsquo;The hand off to 2011 for sales activity in the fourth quarter suggests that the continuation of low interest rates will further support the housing market,&rsquo; said Gregory Klump, CREA&rsquo;s chief economist. </p>
<p itxtvisited="1">&lsquo;Sales may be starting to plateau in some of Canada&rsquo;s most active and expensive housing markets.&nbsp;Combined with a pickup in new listings and further interest rate increases, the stage is being set for smaller price gains and a further deceleration in the growth of mortgage debt,&rsquo; he added.</p>

<p itxtvisited="1">Some 447,010 homes traded hands over Canadian MLS<sup itxtvisited="1">&reg;</sup> Systems in 2010, down 3.9% from 2009. Annual sales activity was higher than CREA had forecast previously due to stronger than projected sales activity in the fourth quarter.</p>
<p itxtvisited="1">The number of new residential listings held steady in December, rising by less than one percentage point on a seasonally adjusted basis. However, new listings remain 14.2% below the peak reached in April 2010.</p>
<p itxtvisited="1">The report says that the property market remained in balanced territory on a national basis in December, with sales as a percentage of new listings amounting to 55.2%. Just over half of local markets in Canada were in balanced territory in December.</p>
<p itxtvisited="1">&lsquo;With activity having returned to healthy levels and a firm floor under prices, many sellers who shied away from the market heading into the summer are expected to list their properties heading into the spring,&rsquo; explained Klump.</p>
<p itxtvisited="1">&lsquo;Sales in the months ahead are not expected to continue trending upward as steeply as they have in recent months, so an increase in new listings may return many sellers markets to balanced territory,&rsquo; he added.</p>
<p itxtvisited="1">The national average price for homes sold in December 2010 was $344,551, up 2% from the same month last year, and stable compared to average price in October and November. About 60% of local markets recorded year on year gains in December. Average price was down on a year on year basis in 30% of local markets, and remained stable in the remainder.</p>

<p>VANCOUVER - Tighter mortgage rules announced Monday by the federal government will have a disproportionate effect on the purchasing power of homebuyers in Metro Vancouver.</p>
<p>Amid rising concern about increased household debt in Canada, Federal Finance Minister Jim Flaherty cut the maximum amortization period from 35 years to 30 years and tightened the rules for mortgage-backed lines of credit. Canadians will only be able to borrow up to 85 per cent of the value of their homes, down from 90 per cent. And Ottawa will no longer insure the popular home equity lines of credit.</p>
<p>The amortization change, which affects purchases with a down payment of lower than 20 per cent, means somebody with a four-per-cent rate on a $300,000 mortgage would pay about $100 a month more. </p>
<p>The new rules will disproportionately affect first-time homebuyers and people who live in B.C., home to the country&rsquo;s highest housing prices, said Tsur Somerville, director of the UBC Centre for Urban Economics and Real Estate.</p>
<p>&ldquo;The sense is, there are more first-time buyers in the Lower Mainland who have been using the 35-year mortgage,&rdquo; he said in a phone interview. &ldquo;Either those people have to come up with a slightly higher down payment, or they just can&rsquo;t bid the same price on a house.&rdquo;</p>
<p>The longer amortization periods have become popular among Canadians since they were introduced.</p>
<p>As of November, 30 per cent of all new mortgages in Canada had a 35-year amortization period, according to the Canadian Association of Accredited Mortgage Professionals. While B.C. numbers are not available, that percentage is undoubtedly higher here, Somerville said.</p>
<p>Ottawa discontinued the 40-year mortgage amortization and the zero down payment in October 2008, two years after the controversial features were introduced. About six per cent of existing mortgages have a 40-year amortization.</p>
<p>The mortgage changes come at the worst possible time for Guy Pearson. The Surrey resident, who lives with his wife and three children in his mother-in-law&rsquo;s house, has been looking to buy a house with a suite and was pre-approved for a purchase price of $340,000. The reduction in the maximum amortization period means Pearson now only qualifies for a $325,000 purchase.</p>
<p>&ldquo;It&rsquo;s not a ton, but it&rsquo;s enough for me to go, &lsquo;Oh my goodness, I&rsquo;m not going to really get what I want now,&rsquo; &ldquo; said Pearson. He is now looking at staying put or house-hunting in Langley.</p>
<p>In addition to reducing purchasing power, the UBC associate professor also expects the rule changes to dampen upward pressure on housing prices and cut into renovation work funded by home equity.</p>
<p>&ldquo;We&rsquo;ve had a lot of house price appreciation, so people use the home equity line of credit,&rdquo; said Somerville. &ldquo;It&rsquo;s not going to be as big a piggy bank.&rdquo;</p>
<p>Feisal Panjwani, senior mortgage consultant with Invis-Feisal &amp; Associates in Cloverdale, described the changes as &ldquo;prudent&rdquo; and said reducing maximum amortization was a better option than hiking the minimum down payment (now five per cent).</p>
<p>&ldquo;The government is trying to ensure that people don&rsquo;t get in over their heads,&rdquo; Panjwani said.</p>
<p>BMO Bank of Montreal also applauded the &ldquo;measured and timely&rdquo; moves.</p>
<p>But Vancouver mortgage broker Angela Calla described the rule changes as &ldquo;misguided&rdquo; because they will hurt people who have been using home equity lines of credit to pay down higher-interest debt. They will also hinder people who need to dip into their home equity because of unforeseen life events such as health issues. The new amortization and refinancing limits take effect on March 18. The withdrawal of government insurance on home equity lines of credit takes effect on April 18.</p>
<p>Household debt measured as a ratio of money owed to disposable income was near 150 per cent as of the third quarter of last year. That surpasses the level of debt held by U.S. households, whose appetite for borrowing helped stoke the financial crisis of 2008.</p>
<p>The Bank of Canada recently warned debt levels are growing faster than income, adding the risk posed by consumer indebtedness to the domestic economy would continue to escalate without a &ldquo;significant change&rdquo; in how consumers borrow and banks lend.</p>
<p>Changing mortgage rules allows the Bank of Canada to tackle household debt while avoiding an interest rate hike.</p>
